“3D验证”是由国际信用卡组织VISA推出的新一代全球通用支付标准。发卡行在支持VISA“3D验证”的前提下，持卡人必须开通“3D验证”服务才可以进行网上支付。也就是说如果你国外的客户在你网站上通过信用卡付款的话，得先到发卡行去开通“3D验证”服务，这个只要开通一次，不过老外一般都喜欢用“非3D验证”消费，这是他们自己习惯性的消费方式。

I just called my credit card company and asked the same question you asked. Guess what, they didn't know what is 3D confirmation. I have been using this visa card for online purchasing for years and never have such problem. I don't understand what it is about.

Thank you very much for the reply. I followed the link you gave and finally one of my VISA card company provided the "verified by VISA" service and I was able to buy "si yue bi" . For the people who are having the same problem as I had: not every bank/company that issues VISA has the "verified by VISA" service, you have to use the one that has the service and activate it.
